Determined ..we need devoted. So has devoted should be eliminated.

Now, do it is always wrong.

Such an end ..looks awkward.

Left with only E.

In A, unable to find the reference for it.

B sounds ackward, D involves has.

Confused between C & E, such an end is not preferable is it ?
"Native of" is used for a individual while "Native to" is used for a large group
