so will E be correct

I think we need a present perfect tense here

IMO still "B" would have been winner...we need past tense...or at max past perfect...since the activity has already been completed.....

Present perfect as Manhattan says denote the activity that started sometime back and still goes on.

"Have been" implies that such disturbances were in the very near past.

Example:
I have been out of town for a while.

This refers to the very near past, while in the prompt, it seems like this guy is fairly older.

But Manhattan says present perfect is used for the things which started sometime back and continue right at the moment too...

e.g.

Exactly. The important part is the "currently continuing." This part doesn't really apply to our example, because in the current setting, the views are different.
