Let me attempt answering this. Experts please correct me if I am assuming too much.

To my knowledge they should fit into neither/nor or either/or
So A, B, C are out as they use Neither/Or and Neither/Nor/Or, Either/Nor

Among D & E, I see E is more parallel with its leading to lower standards of living or to a more unequal distribution of income. And the Nor at the end is also justified as it is still negating.

Any further thoughts.

Hey guys, if (E) is the correct answer, what does it refer to? Does it refer to the movement or a service economy?

in the same clause, we use "neither...nor, either... or. in a new clause, to continue the nagative in this new clause we use "nor" without "neither"

Kaplan grammar gmat book say this very clearly

in general grammar, you can see the chapter "scope of negation" for this matter. However, pay attentiom that not all things in general grammar books can be applied in GMAT land. GMAT require stricter not harder grammar.
