Why this pattern is wrong in GMAT ?

Hi All,

Can someone please advise why the Preposition + Noun + Participle is always grammatically incorrect?

This rule I read in Widely popular Sahil Notes. But I want to make sure that this is indeed the case in GMAT or not ?

example:
With child-care included.
