IMO E, 'community...where' is incorrect idiomatic usage, so we are left with D and E , I picked E because D is awkwardly worded.

The choice D would have been correct, had it started with a comma, i.e. ',which has 49 percent of the household incomes' or 'that has 49 percent of the household incomes' instead of 'which has 49 percent of the household incomes'.

in E 'them' is ambiguous
