Maintain and maintenence are two different words with entirely different meanings. Analyzing the sentence, we can say that the subject is foreign policy, and the verb is ? Well it'll be maintain. So we can rule out choices A,B,E. Remember maintenence is done on tangible objects, such as cars, motorcycles, air conditioners, lawns, trees etc.. It's illogical to say that a policy need maintenence. So let's examine choices C and D.

C--this is the best choice. It's clear and concise

D--this is and wordy and "to" is awkward.

The should is generally used for past tense. I should +have +payed attention to the GMAT teacher.

When we use should we immediately use verb,it may be simple or perfect tense for example: I should have paid attention to Gmat teacher.
or I should help the poor child .Both the sentences use one verb after should.
How about if I write the sentence : I should help protect the stray dogs.
Is it good sentence having two verd after should .Rather I would prefer :
I should help to protect the stray dogs . or
I should help and protect the stray dogs.

In the original question after should it is used two verb help and maintain after should. How this could be right.

TWO verbs are fine. If the sentence requires you to use 2 verbs then you should. Always look at the logical structure and flow of the sentence.
