OA A Why not e? org. sentence uses since so I am guess we should use Has been/ have been (Present perfect progressive). Can some one explain this?

C have been growth is incorrect because of have used with the number and also "since 1968" needs a present perfect has grown
D present perfect is missing to be used with since
