OA- A... is it grammatically correct to split construction & of and add 'between 1876 and 1904' in between?

I am stuck between A & B. Is B changing the meaning of the sentence?

Concerns have led to the construction of the sewer systems between 1876 and 1904 to serve (The infinitive "to serve" refers to the period)

vs

Concerns led to the construction between 1876 and 1904 of the sewer systems to serve (The infinitive "to serve" refers to the construction of the sewer systems)

All the choices seem incorrect. I would have gone for a choice -
"Concerns about public health led to the construction of three separate sewer systems between 1876 and 1904 to serve metropolitan Boston."

With the present choices i believe (B) is correct , there is something wrong in (A) not exactly sure what it is

In(A) Concerns about public health led to the construction between 1876 and 1904 of three separate sewer systems to serve , i think regular flow of sentence is getting distrupted by " between 1876 and 1904".

Please correct me

(B) cannot be correct. Notice the verb tense.
"Have led" for a event that happened in the early 1900s?
INCORRECT.

"Have led" is the problem...

IMO A is answer
