C. has not been and possibly never would be able to run
D. has not and possibly never would be able to run
E. has not been able to run and possibly never will be able to run

The answer is E

My choice was C. Could someone explain me, please?
If I have "possibly" can I use "would"?

I think the major issue with C is that "would" changes the intended meaning of the sentence. Would is conditional, but we aren't given what the condition is, so we have to use will. Has not been is not conditional, so the sentence is not parallel under choice C.
