here after narrowing it down to C and D....i faced problem as to why C is wrong...

reason: SUNJUNCTIVE MOOD IS NOT CALLED FOR IN C..

(subjunctive mood consists of those responses where there is a degree of uncertainity)....however here this practice has been continuing since 1986, as a result...there is no degree of uncertainity...hence kick out subjunctive mood--C..
