But Isn't the usage of begun is incorrect?

As per my understanding, Begun is the past participle of begin . Therefore it needs have/has/had as a auxillary verb.

Am I missing something here?

Correct ans is E. Has began is proper usage in the situation where an action started in the past and continues in the present..
