Here's my reasoning [spoiler][A][/spoiler]
A- The reason it is correct answer is because it keeps the meaning of the sentence intact. It is rich nations who have joined...
B- This changes the meaning of the sentence as soon as it says "that for maintaining the effectiveness, rich nations join"...It's implying rich nations to join..
C- wanting is not the right way of putting this into the sentence
D- same as C
E- same as C & D
