My answer is C

The is required..therefore C is the right choice

IMO C

'the' is required because of 'becoming'. eliminate a, b, e
D is awkward.

"The" is required because we are referring to Hugo which is "the tenth most"

The second IC after also requires "the" as it should refer back to the same subject making it parallel.
