can anybody explain whats wrong with B?

i read in some other forums that - practice cannot thrive . so the main noun should be programs that thrive"

I am not convinced - why cant a practise flourish.

IS is not modifying programs...but "a practise"..isnt it ??

'practice' is referring the whole phrase preceding it and the 'television programs' cannot be a 'practice' I think.

No i thinks its this way.....
developing TV programmes in conjunction with marketing toys is the practise....isnt it ??

Hello Rashmi,
While solving this question I was able to kickout B and D at first go, But I am not able to figure out, why you are confused with B

However, The 2 close options are A and E
Television programs developed in conjunction with the marketing of toys, which was once prohibited by federal regulations, are thriving in the free market conditions permitted by the current Federal Communications Commission.
Television Programs==> Are

so options B and C out at first go!

D
) Federal regulations once prohibited developing television programs in conjunction with the marketing of toys, but they are
"they " no clear antecedent

So left with A and E

Although A is grammatically correct but, the distance of the modifier from the clause it is modifying is large enough.

However in E
(E) Federal regulations once prohibited developing television programs in conjunction with the marketing of toys, but such programs are

Italic part : modifier is close to the clause it is modifing

bold face : clear antecedent(programs)

So E is correct
