Point#2: “Since” requires present perfect tense, so “have won” is correct.

Only B is correct on both the points.

My take on this is 1 single error- modifier issue. The sentence starts with "A large and increasingly influential sector of publishing" - this should be followed by the influential sector of publishing that it is talking about, viz university press books. basically the modifier should modify university press books and not a percentage etc.
Only option B solves the modifier issue and places it in the right way!

The modifier in the option [E] correctly modifies the university-press books. but the sentence is not correct at the end. 'from then on' is wordy. Also, it is not using present participle.

When I read the choices, I got down to B and E. and selected B for the reasons karmayogi gave.

Thanks for pointing out. Edited the post. It has to be present perfect and not past perfect. I think, in the above post (quoted) you meant "perfect" not "participle."
