Option A tells us the relation between the measurement of the pasta from the last time he prepared this dish to the current one. But it does not contain any information on how many cups or how many servings he prepared last time.
Hence insufficient.
B: Tells us about how many cups he used last time. But tells us nothing about its relation to what he is trying to make today. Thus alone it is insufficient.
Take both of them together, you know how much he used the last time he prepared the dish and relation to how much he is going to use this time.
