Let s be the number of students.

5/s > 3/80

400/3 > s

133.33 > s

So at the max s can be 133

In the Question given:

Teacher/Student >=3/80

So when Teacher =5

5/Student >=3/80

Cross-Multiply

student <= 5*80/3

Student<=133.33

since no of teachers cann't be in fractions so we take the max value as
133
