Sentence correction from Kaplan 800

31. Each of the factory owners that felt that pollution was severe problem wanted a drastically reformed system of industrial waste disposal in the area.

a) owners that felt that pollution was severe problem
b) owners which felt that pollution was severe problem
c) owners who felt that pollution was severe problem
d) owners that felt that pollution to be a severe problem
e) owners, feeling felt that pollution was a problem quite severe,

Ans: A

I was able to pick the correct answer. However, I was confused by the explanation provided in the book. Kaplan says that pronoun that refers to the factory owners, but that is a pronoun to be used only for things.
I thought that can be used to modify people
Ex: That women is Marry.

I am sure I am failing to understand something. Can anyone shed some light?

Are you sure that answer is A

IMO answer should be (C).

A) That is incorrect pronoun over here.
B) which is incorrect pronoun over here.
C) Correct but still I feel that it should be something like this... pollution was A severe problem
D) Passive construction
E) Absurd construction
