1. I think you overlooked the subjunctive verbs in sentence. The explanation you had given true in the general scenario but not in the case of subjunctive verbs.

2. That ALWAYS introduces the dependent clause not independent clause.

Did that exercise and ONLY explanation is that HOPE is not a subjunctive verb but recommend is.

So explanation given by karamyogi was correct.
