to use 'that' or not use 'that'

Thanks for helping me with the following:
Is there a simple rule concerning when to use 'that' in a sentence?

4. A majority of the international journalists surveyed view nuclear power stations as unsafe at present but //that they will, or could,//be made sufficiently safe in the future.

a. that they will, or could,
b. they will, or could,

Notice that this sentence consists of 2 independant clauses connected by a conjunction but. 'But' conveys the contradictory relationship between the 2 clauses.

Clause 1: A majority of the international journalists surveyed view nuclear power stations as unsafe at present
Clause 2: They will, or could,be made sufficiently safe in the future

From this, you will see that clause 2 cannot be a that clause.
