4 = 2^2 = perfect square

6 = not perfect square

Statement II

13 < q < 17

q = 15 = not a perfect square

q = 16 = 4^2 = perfect square

Insufficient

Combining statements I & II

q = 14 = not a perfect square

q = 16 = perfect square

Insufficient
