IMO E

St 1 a=3
no information about b---INSUFF

St2 either a = 3 or b=-2---INSUFF

Combining we know that a=3, again no information about b

So E for me.

1 is insufficient since we do not have any relationship between a and b.

2 is insufficient since you have two cases with (a - 3)(b + 2) = 0.
a. a = 3 means that b can be whatever, since you get 0*(b + 2) - always equal to zero, no matter what

b. b = -2, with a being whatever
So 2 is insufficient as well.

Take them together and you get that b can be anything, as outlined in case a above. This is why I choose E
