My take.... C

A -- 'less to implement as in 1973', comparison missing


B -- would end as 'as in 1973'... nothing specific that points to the program in 1973


C -- no redundancy, comparison seen between the costs for the program now and in 1973


D -- redundant 'as a result','resulting'


E -- 'less as a result to' is awkward...

IMO- C
C and D are the only options in which 'than it did' is present, which is the correct comparison
'and as a result' is wrong as it logically does not follow thw earlier part of the sentence. resulting is a better choice

IMO C.

"Resulting" is qualifying the entire clause, "the relative costs...dropping since 1973." That shows cause and effect. A, B, and C are using "resulting." However, in A and B, the cost of welfare program is compared with 1973 - wrong comparison. Also, 'as' in B is wrong. In C, use of 'did' is correct as it shows past action. Additionally, 'It' in C is unambiguously referring to the cost of welfare programs.
