Ratio with Inequality

On a tour, the ratio of women to children was 5 to 2. What was the number of men?



1 Children to men, 5:11

2. Total number of women < 30
OA is C, I thought it was E

I understand solving for total children and plugging that into the men ratio, but how can we know the exact variable (#men) with an inequality?
