This one is best approached by remembering that "as" compares verbs and "like" compares nouns. In this case, we're comparing airports, which are nouns, so A and B are eliminated.

Next, you should notice that this sentence starts off with a modifying phrase. This phrase should modify the noun that comes right after the comma (in this case, New York's airport). So, we want to ask ourselves, what is like New York's airport? The answer is the other airports - NOT the cities. So, since D and E make it sound like we are comparing cities to the airport, the answer must be C since that choice makes it clear that we are comparing airports to airports.
