what is the difference?

i have got confused between 2 sentences below, to me both sound correct and infact mean the same.... can anyone figure out if i m wrong?

......satellites that are a part of 15 year long effort......
.......satellites that are part of a 15 year long effort.......

they are different

SAT are a <part of X>
here "a" modifies --> part of X

SAT are a<X> --> a modifies X

Let's read a <part of finance book>
means read any part of (finance book)

Let's read part of a <finance book>
means you can read part of "any finance book"
