I got a SC question in KAPLAN cat. If we plug the correct answer given by KAPLAN then the sentence reads like below.
According to a survey , over half of couples that were married or engaged at the time of survey had lived together before making a final commitment to each other.
It seems wrong to me that 'that' is used as modifier for couples .Should it not be 'who' instead.
