IMO C.

From 1) we have |X| < |Y|, since we don't know whether x and y are -ve or +ve. This is insufficient.

From 2) Y < 0, without the value of X we can't answer the question.

From both the statements, we have Y is -ve and abs value of X is less than abs value of Y.

X=1 and Y = -2 satisfies this condition.

X = -1 and Y = -2 also satisfies this condition.

Both cases X > Y

Hence sufficient.
