This has been discussed before. need explanation why option A is right

222. By a vote of 9 to 0, the Supreme Court awarded the Central Intelligence Agency broad discretionary
powers enabling it to withhold from the public the identities of its sources of intelligence information.

(A) enabling it to withhold from the public
(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of


In option A the use of 'it' is ambiguous right? 'It' does not have a clear antecedent because it could refer to Supreme Court/CIA.

Am i right?

(B) for it to withhold from the public: enable for is an incorrect idiom

(C) for withholding disclosure to the public of: enable for is again repeated here

(D) that enable them to withhold from public disclosure: them replaces Central Intelligence agency which is wrong.

(E) that they can withhold public disclosure of: Again, they is used to replace central intelligence agency, which is wrong
