Never before had the e-business industry faced as many financial losses and employee cutbacks as they had in the late 1990s.

a. faced as X as they had

b. had to face as X as they had



d. had to face as X as

e. faced as X as they faced

So the first faced must be SIMPLE PAST and second faced must be in PAST PERFECT

If my logic is right, the answer should be A

I think the first faced must be PAST PERFECT and second faced must be SIMPLE PAST.

No in the E option which is correct it still is correct form

past perfect + simple past

had has already come before the subject.
