At least in the sentence I think dependent clause is showing the reason why immigrants had to surrender gold.

So in this case I thought "because" is the correct usage and not with

this a question from gmat set 9, it could be possible that answer is incorrect

i believe d is correct as well. even disregarding the usage of 'with', the present tense 'makes' in "the law passed in 1933 that makes" can't be right because it's not known if the law is still valid.
