As per OG-10 for similar questions when in sentence "consider" mean "regarded as"...then consider is not followed by any "to be" or "as". So only option that is left is "d".

IMO Easier is just replace "considered" with "regarded as"...and "d" works.

im ok with D as far as consider is concern. But, works attributed 'to' is correct ??????? it should be attributed 'by' as far as meaning is concern
