Ration == stocks/ ( stocks + bonds)

Ratio increased so either stock increased or denominator decreased.

Insuff

2. stock + bonds increased ..

it can be bonds which increased
so insuff

But combining both

stocks have to increase so as to make 1 & 2 true...

Hence IMO C
