I am bit confused on the use of subjunctive mood...

please clarify between these two sentences:

I demand that money be controlled by them. ( clearly subjunctive )

Budget for education reflects Ronnie's demand that the <<money be controlled >> or << money to be controlled >> . Is this also a subjunctive sentence

Here "money be" is correct IMO. My approach is this:
'demand that' should be followed by a noun/noun phrase/object that demand
modifies. This should be followed by the infinitive without the 'to'.
But I would like to wait for others inputs as well.

Pls help!
