Between using gerund and infinitive...
use gerund to show the result of an action e.g ... investors sold stock causing panic
and participle to show intention ... investors sold stock to cause panic
Applying this rule we will be left with just 2 choices "C" and 'E".

Wrong: could be a serious impact ON


(B) seriously impact on industrialized nations and severely impede the possibility to have

"seriously impact on X" is wrong. Should be "seriously impact X"

(C) seriously impact on industrialized nations and severely impede the possibility of having

same as above

(D) have a serious impact on industrialized nations and severely impede the possibility to have

"possibility to have" is wrong in this sentence..Also "impede" is not same as "diminish"... meaning of the sentence is altered.


(E) have a serious impact on industrialized nations and severely diminish the possibility of having

Correct usage: possibility of having, impact on X:
