The government requires that these forms should be submitted before the end of the financial year.

A. that these forms should be submitted
B. that these forms be submitted
C. for these forms to be submitted
D. these forms submission
E. these forms should be submitted

why is D wrong?

the reason is that you have to use "that" after these words..

require, recommend and command

Hence you need to keep your verb in subjunctive mood.

good question. yes it is correct too. the two forms are different.

in the second form you are using the form-

require + Noun + infinitive + verb form.

which is also a correct form

forgot to add--

remember Gmat will not give you a question which has both the options... look at the sentence that we started with. It is clearly testing the THAT form....
