are sectional scores important in GMAT?

Suppose one scored below 92% in Quant, and below 20% in verbal, yet managed an overall score of 640, and one scored below 98% in quant, and below 45% in verbal, and yet managed an overall score of 720.
Can you please explain to me what is the importance of score in section? do schools have a bare minimum sectional cutoff as well? and how do we calculate the absolute score in each section?

Jim, can you tell me a broad range of sectional cut offs for top 15 schools ?
