If I substitute the given points in line eqn y= mx+c, I get r =-5m+c
Now, st 1 says slope is -5 -> r =-25+c ..Insufficient
St 2 says r >0, but we don't know the slope.
Combining 1 & 2 ...+r=-25+c...sufficient. Hence C.

(1) slope is -5 so r = (-5)*(-5) + c = 25 + c and this is clearly insufficient
(2) r > 0 which means -5m + c > 0 which mean c > 5m and this is insuff
Combining we get
25 + c > 0 which is c > -25. And this is clearly insufficient
So IMO its E
