Integer / Not-Equation

X/Y is not integer, can you re-write this as "X is not equal to integer * Y?"

Just saw an exp. to a question that uses this. My questions are:

1) I guess you can but is it wise? The logic seems less natural. Is it better to just say X = non-int * Y? Is there a difference?

2) Can you do standard math operations on NOT EQUAL SIGN?

If X/Y is not an integer, then YES we can either say that X = A non integer × Y or X ≠ an integer × Y as per our need. If we need to solve it further, then remember to consider the statement with a NOT EQUAL SIGN (≠) as an inequality, where the standard math operations fail when it comes to multiply or divide both sides with a negative number. Ask for more if still not sure

If you cannot multiply/divide then can you re-write "X/Y ≠ Integer" into "X ≠l (Integer * Y)"? I would say no because you don't know the sign of Y. In the operation above didn't we just multiply Y (unknown signs) to both sides?
