Maureen, a smoker, is a resident of the State of Wissesota. Wissesota has instituted a very high tax on cigarettes to discourage smoking. Maureen lives about 40 miles away from the neighboring State of Minconsin, a tobacco-growing state where cigarettes are tax free. It is cheaper for Maureen to obtain her cigarettes in Minconsin than in Wissesota.
