The answer cannot be b or d because the dean never invoked a distinction, and never questioned the motives of the student.

But in saying "what you're saying is we should endorse verbal harassment" the dean does describe the student's position, and that description of the student's position can, in turn, be described as mistaken (the student would not agree with the statement that the university should endorse verbal harassment).

Hence, the dean misdesribes the student's position.
