I chose C. I thought that "single most important factor" can only be singular. Is that right ?

Experts pls help !

This question is from an Indian GMAT training institute. I don't know if this a standard GMAT question. But it tests some good grammar concepts.

I would also go with C. As, we are referring to one of the most important factor and it is singular.

Experts Pls help.
