I will go with A. need past tense for a past action. present perfect not good enough. so eliminate B and C. Leading in D and E is not required.

Force 5 has given a good exlanation on have led / have ....also the placement of between in B seems problematic....between is modifying sewer systems between a time period.....sounds awkward.

I did not liked this.
Is it okay to have the period mention in between .. seems like a pause
First take: 640 (50M, 27V) - RC needs 300% improvement

I vote for A,
present perfect is not appropriate.
also choosing "there were" answers does not make it better because of the use of leading and also I think use of to serve is important as it is equivalent to in order to serve and it is better that for serving(my opinion)

the use of "Have" makes B and C incorrect. A looks to be the answer.
