is "numbers of" always wrong??

Only when a product is demanded by sufficiently large numbers of people is mass production feasible.
(A) sufficiently large numbers of people is mass production
(B) a sufficient amount of people would mass production become
(C) sufficient people would mass production become
(0) a sufficient amount of people is mass production
(E) sufficient amounts of people is mass production

The book or material you are referring to must have mentioned "the numbers of" is always wrong. Yes it is. Here the usage is "large numbers of" in a way to emphasize number in a sense lots of people.

So "the numbers of" is always wrong not "numbers of". :)
