With the first piece of information, that P > Q, we could create a scenario where the decimal equivalent of P/Q does have a finite number of digits (4/2 = 2, for example), but we could also substitute numbers which would create an infinite number of digits (4/3 = 1.333..., for example).
The second piece of information, however, is sufficient by itself to answer the question posed, because if Q = 8, any value we substitute for positive integer P will create a decimal equivalent with a finite number of digits. Therefore the correct answer choice is (B).
