the best way to tackle this is by picking numbers,
for the first statement there are various ways to get a sum of 60 from adding 15 numbers eg 10 3's plus 5 6's
or u could just have 10 ones plus 5 tens...so statement one is not sufficient
for statement two, you are picking 3 numbers out of 15 and the sum of the picked numbers is always 12, the only way to ensure that you MUST arrive at 12 is if each one of the 15 numbers is equal to 12 div 3 ...or simply all 4's
