From Statement 1, x is 1 less than y, so x is certainly less than y, and we know the answer to the question is 'no', so this is sufficient.

From Statement 2, x = 3y - 15. This doesn't look sufficient to me, so I'd just try two extreme values for y - one value that's very large, and one that's very small. If y = 1000, then x is just less than 3000, so x might be bigger than y. If y = -1000, then x is just less than -3000, so x might be smaller than y. So this is not sufficient.

The answer is A.
