did u try using Hero' formula S=(a+b+c)* 0.5
I am getting area is less than 20 !!
Tried couple of random values of X,Y,Z satisfying the given conditions on both extremes.
IMO C...

If it were a isosceles right triangle with the right angle opposite the side measuring z units, its area would be (13/2)^2/2 =169/8 > 20. Thus, if the angle opposite the side measuring z units were slightly more than 90º, the area could still be more than 20.
