Normally a noun phrase comes in the form of a noun and optional preceeding adjective(s), like this:

The tall, funny, red-haired man...

and/or optionally followed by prepositional phrase(s), like this:
The man in the store next to my grandmother's house on the block by the railroad tracks...

Those are two noun phrases. Note that there are no verbs in them!
