If the solution is 1/4 water, then 250 ml = 1/4
The volume of all of the solution is 250 x 4 = 1000ml

milk in the solution = 0.75x
water in the solution = 0.25x

0.25x - 0.25*100 = 250
0.25x = 275
x = 1100
Volume of the flask that fits the entire solution now = 1100 - 100 = 1000 mL

100 ml of what is removed, of the solution?
Then we'd have:
Original solution = s
Milk = (3/4)s
Water = (1/4)s
New solution = (s - 100)
New water = (1/4)s - 25
We're told that (1/4)s - 25 = 250, or 1/4s = 275.
So the solution was originally 1100 ml, and is now 1000 ml.
